This position is located at Norfolk Naval Shipyard (NNSY), Portsmouth, VA, Morale, Welfare and Recreation (MWR) Department. The incumbent functions as the principal expert on all MWR/CYP issues and is the principle consultant and advisor to the Commander concerning MWR/CYP facilities and services in providing administrative and technical comprehensive programs of varied Morale, Welfare and Recreation activities.

The incumbent plans and executes the overall management and direction of the financial, operational and personnel assets of both Appropriated Fund (APF) and Nonappropriated Fund (NAF). The Department provides a wide range of recreational and welfare services for Active Duty Military personnel and their families, retirees and their family members and DOD civilians residing in and around the area. The incumbent's work requires extensive interfacing, coordinating, planning and scheduling across broad organizational lines with top management, sponsors, and representatives from private industry.
Performs other duties as assigned.
Thorough knowledge of general business principles of financial management, including budgeting, cost and profitability, financial reporting, internal controls, auditing, and purchasing, for non-appropriated funds to ensure best use of resources and to plan for operating costs, major and minor construction, renovation, and capital purchases.
Knowledge of a very wide range of the principles, concepts, and techniques of retail operations such as would be gained through extensive experience in planning and conducting revenue generating social recreation programs, knowledge which enables the employee to plan and conduct a business operation program.
_KEY REQUIREMENTS_
A minimum of 3 years' experience in at least one area of recreation at a management level, or documented education and training plus a minimum of 5 years management experience in one or more facets of recreation or hospitality.
A Bachelor's Degree in Recreation, Leisure Studies, Hospitality or a related field, is preferred.
_OTHER REQUIREMENTS_
Position is a non-critical, sensitive, supervisory position requiring access to IT II system and/or access to PII. Position required eligibility for a secret clearance. An access National Agency Check Investigation (ANACI) is required via the SF 86 security form. Must be a US Citizen. Must possess and keep current a valid state driver's license as travel in government vehicles is required. Required to submit a Financial Disclosure Statement, OGE-450. Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006 NOTE: May be designated ALPHA personnel for inclement weather or in the interest of national security and may be required to report to work when other employees are excused. Also subject to work on weekends, holidays, and rotating shifts, including on an emergency basis.

The check will bounce and the victim is left responsible.
